The EU Commission has published the 2025 Annual Progress Report on Simplification, Implementation and Enforcement, presented by Executive Vice-President Stéphane Séjourné on 16 October. The report outlines ongoing efforts to make the Single Market simpler and more competitive by reducing regulatory burdens and improving the enforcement of EU rules.
Covering activities from January to July 2025, the report highlights progress achieved through targeted Omnibus Packages designed to streamline legislation and lower compliance costs. In the first half of 2025, four packages were adopted: Sustainability Omnibus I (reducing reporting obligations while aligning sustainability with competitiveness), Omnibus II (reinforcing the InvestEU Regulation and mobilising €50 billion in additional investments), Omnibus IV (simplifying rules for small and mid-cap companies and advancing product digitalisation), and Omnibus VI (cutting compliance costs in the chemicals sector). Together, they are expected to generate over €7 billion in savings for businesses, contributing to the overall reduction target of €37.5 billion by the end of the Commission’s mandate.
Further Omnibus Packages are planned for the coming months, including in the construction sector, to continue removing barriers and strengthen Europe’s industrial competitiveness.
